19. Where the Commission ceases to act in favour of a complainant after applying to the Tribunal for the benefit of the complainant, the Tribunal is substituted by operation of law for the Commission following the notification by the Commission of its decision to cease to act to the complainant, the clerk of the Tribunal and the clerk of the Court of Québec.
